The Pokémon creators and artists work hard to keep similar character designs between the anime, game, and manga counterparts. Blue is no exception to this rule. During most Pokémon Special Arcs Blue's appearance matches that of Blue in the games as well as his anime counterpart, Gary Oak.
Blue has spiky brown hair with bangs that often fall over one eye. His bangs usually stay towards the right side of his face however depending on which way he's facing the bangs be on the left side. Blue has green eyes. His eye color may seem strange based on his name however, in Japan Blue and Green names are switched, which explains his green eyes. Blue has a slim build with some slight muscle and he holds himself with an air of superiority.
When Blue first appears he has a long sleeved indigo sweater. He wears black pants, though it is unknown as to whether they’re meant to be slacks, jeans, or sweatpants. Blue’s pants are tucked into his brown boots with black straps around them to hold them up. Blue wears a low hanging yellow and green pendant around his neck. Blue calls it a reflective pendant and mentions it was a gift from his grandfather. The pendant saved his life during the battle against Team Rocket.
When Blue appears in the Yellow Arc of Pokémon Special he is seen wearing the same clothing that he wore in the Red/Green/Blue Arc with the addition of a blue tunic. Based on the images his tunic is either a baby blue or a cerulean however, there aren't enough images to be sure. The tunic was probably added to make him seem more mysterious however it also holds the practical purpose of keeping him warm in the mountains where he trains.
In the Gold/Silver/Crystal Arc Blue’s outfit takes a drastic turn. He no longer wears his purple sweater but trades it in for a form-fitting black t-shirt that he wears underneath a green jacket with fuzzy white lining on the collar. Blue replaces his black pants with khaki slacks tucked into a new pair of boots.Blue's new boots are similar to the pair he wore in the previous arcs. The new boots are also brown however they are tighter and have black lining along the toes and the edges. Blue continues to wear his pendant on a long chain.
During the Fire Red/Leaf Green Arc Blue’s outfit changes once again to match the Blue of the games. Unlike the redesigned game Blue, his hair color is not changed to a red. He trades in his black t-shirt for a black polo shirt with a green sheen to it. He replaces his slacks and boots for a pair of blue cargo pants and black sneakers. Blue shortens the chain that he wears his pendant on and adds black sweatbands with a blue sheen around his wrists. He also wears a (somehow) stylish gray and black fanny pack around his waist to hold his Pokéballs.
